Summary of the House Committee Version of the Bill

HCS SCS SB 972 -- MISSOURI PUBLIC SAFETY MEDAL OF VALOR

SPONSOR:  Stoll (McKenna)

COMMITTEE ACTION:  Voted "do pass" by the Committee on Crime
Prevention and Public Safety by a vote of 13 to 0.

This substitute authorizes the Governor to award a Missouri
Public Safety Medal of Valor to a public safety officer, upon the
recommendation of the Medal of Valor Review Board, for
extraordinary valor above and beyond the call of duty.

FISCAL NOTE:  Estimated Cost on General Revenue Fund of $15,000
in FY 2005, FY 2006, and FY 2007.  No impact on Other State Funds
in FY 2005, FY 2006, and FY 2007.  Offsetting appropriations and
expenditures.

PROPONENTS:  Supporters say that the bill will allow the state to
recognize public safety officers for their acts of valor.  The
review board will not have to nominate anyone in any year, but
could nominate up to seven.  The Missouri State Council of
Firefighters has pledged $5,000 toward any costs of the program.
Other associations have also offered to make a donation.

Testifying for the bill were Senator Stoll; and Missouri State
Council of Firefighters.

OPPONENTS:  There was no opposition voiced to the committee.
